For those who doesn't know what it is, otap is  a baked, crispy biscuit made of flour, eggs, shortening, margarine and sugar. Add them up and bake and the end result is that flaky-sweety goodness that crumbles into crunchy flakes in your mouth. It can be a messy experience but it is a food craving that you have to revisit everytime you visit Cebu!
